<p><strong>1. JOB PURPOSE:<br />
</strong>Provide support for infrastructure projects with appropriate interventions including financing projects through sovereign and non-sovereign modalities, structuring and financing of Public-Private Partnership (PPP) projects, reviewing policy, institutional and regulatory frameworks for improving the enabling environment for project structuring and financing.</p>
<p><strong>2. EXPECTED OUTCOMES:<br />
</strong>a) Strategy and Planning<br />
Monitor and analyze the market for infrastructure finance in India<br />
Monitor and analyze financial markets, in particular debt and equity markets and identify policy gaps for long term financing<br />
Monitor and analyze institutional arrangements for long term project financing and identify policy gaps;<br />
Assess existing structures and mechanisms for facilitating infrastructure financing e.g., use of special purpose vehicles, securitization laws, etc.<br />
Understand state of the PPP policy space including risks and gaps that constrain development of infrastructure projects and act as a disincentive to private sector participation and recommend appropriate technical assistance to mitigate systemic weaknesses<br />
Coordinate with sector units in promoting sector strategies in the different infrastructure sectors to facilitate the financing of infrastructure</p>
<p><strong>b) Project Management<br />
</strong>Assist in identifying, developing and reviewing project proposals submitted by promoters and other financial intermediaries under ADB’s sovereign and non-sovereign financial modality<br />
Conduct policy and regulatory assessments to support infrastructure development with appropriate financial market interventions<br />
Evaluate the impact of financial sector and infrastructure policy interventions for enhancing the quality of project pipelines<br />
Contribute to policy development and strategies for infrastructure financing in India<br />
Support state and national clients for project structuring and implementation<br />
Implement infrastructure projects delegated to the resident mission<br />
Support loan and TA processing as required</p>
<p><strong>c) Economic, Sector and Thematic Work<br />
</strong>Draft as well as provide comments on project, policy and other papers relating to infrastructure financing and development and PPP issues<br />
Conduct economic, thematic and sector work related to policy, legal and regulatory as well as institutional framework for the infrastructure in the context of sustainable economic development and poverty reduction</p>

<p><strong>3. EDUCATION REQUIREMENTS:<br />
</strong>A university degree in Business Administration, Economics, Finance, or related fields; preferably at post-graduate degree or its equivalent in economics, finance, business administration or related field.</p>
<p><strong>4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:</strong><br />
Suitability to undertake the responsibilities mentioned above at the required level<br />
At least 5 years of relevant professional experience in infrastructure finance, including hands-on expertise in processing loans/significantly contributing for infrastructure projects<br />

Division: India Resident Mission</p>
<p>1. JOB PURPOSE:</strong><br />
To provide technical and operational support in project processing and implementation in the renewable energy sector. The position covers (i) direct administration of delegated renewable energy sector projects and technical assistance projects; (ii) assistance in administration of non-delegated renewable energy sector projects; (iii) assistance in overall monitoring of the status and performance of the ADB’s Indian portfolio (delegated and non-delegated projects in the renewable energy sector); and (iv) undertaking sector work, including in the areas of programming, processing and analysis.</p>
<p><strong>2. EXPECTED OUTCOMES:</strong><br />
Project Administration<br />
Administers implementation of assigned projects in the renewable energy sector by undertaking regular review missions, monitoring progress, actively identifying issues and taking actions to address them; following up on contract awards and disbursement performance; and providing advice to executing agencies (EAs) on ADB guidelines on procurement, recruitment of consultants, preparation of bid documents, etc., and helps to resolve problems. This includes reviewing and providing comments on draft bidding documents and bid evaluation reports to ensure compliance with ADB policies. Explains ADB&#8217;s Anti-Corruption Policy to executing agencies and assists in ensuring ADB projects are implemented with a sufficient degree of oversight and transparency to deter fraudulent acts. Monitors compliance with loan covenants including loan covenants related to sector reform and ADB safeguard policies. Prepares the necessary back to office reports and takes necessary follow up actions.</p>
<p><strong>Project Processing<br />
</strong>Participates in ADB’s processing missions for renewable energy sector projects and provides inputs on technical matters such as design criteria, cost estimates, preparation of procurement plan and other procurement related matters, project implementation arrangements and project implementation schedule. Provides sector information, as required, follow up issues for fact-finding, appraisal, negotiation and Board presentation; and provide support for carrying out policy dialogue with the government on sector and institutional issues. Prepares relevant sections of the RRP and supporting documents.</p>
<p><strong>Programming<br />
</strong>Participates in consultation and programming missions. Provides support to country programming missions by participating in discussion with state governments, line ministries and EAs on proposed assistance in the renewable energy sector, and follows up on outstanding issues with concerned ministries and EAs. Provides assistance in the preparation of background notes for the proposed lending and non-lending program in the renewable energy sector and for Country Partnership Strategy.</p>
<p><strong>Thematic, Analytical and Sector Work<br />
</strong>Contributes to renewable energy sector work in the field by conducting assigned renewable energy sector research, updating information on latest developments in renewable energy sources, analyzing renewable energy sector issues; and preparing reports on the subjects. Maintains close relationships with relevant Government agencies and Headquarters staff. Participates in conferences, seminars, workshops related to renewable energy sector.</p>
<p><strong>Portfolio Management<br />
</strong>Assists in maintaining India Resident Mission’s (INRM’s) Management Information System (MIS) on portfolio performance on the basis of ADB’s Loan Financial Information System (LFIS) generated and other relevant reports, and maintains accurate data on current status of implementation progress of ongoing projects. Prepares in consultation with the EAs, the yearly contract award and disbursement targets and monitors the achievement of those targets. Monitors and coordinates with the EAs, the timely submission of monthly/ quarterly progress reports, audited project accounts and financial statements, and withdrawal applications. Participates in Tripartite Portfolio Review Meetings (TPRM) and prepares background and issue papers for TPRMs. Participates in Country Portfolio Review Mission and provides inputs for monitoring overall performance of ADB’s renewable energy sector portfolio, including inputs for pre- and post-mission documentation.</p>
<p><strong>Technical Assistance<br />
</strong>Administers the implementation of assigned TAs by: undertaking consultant recruitment and monitoring implementation progress, providing guidance to the TA consultants, providing written comments on TA consultants&#8217; deliverables and reports; and liaising with the executing agency and participating in tripartite discussions with the government.</p>
<p><strong>PCRs/TCRs<br />
</strong>Prepares Project Completion Reports and TA Completion Reports as assigned.</p>
<p><strong>Policy Dialogue and Information Dissemination<br />
</strong>Contributes to policy dialogue in the renewable energy sector with government officials in the context of project and TAs processing and administration. Actively disseminates information on ADB’s renewable energy sector interventions and programs to development stakeholders and the public.</p>
<p><strong>3. EDUCATION REQUIREMENTS:<br />
</strong>Bachelor’s degree in engineering, social sciences, environmental sciences from a reputed institution; a relevant master&#8217;s degree will be an advantage</p>

<p>Experience and knowledge of various stages of the project cycle (project planning/feasibility analysis/detailed design/project implementation/construction supervision/contract management).</p>
<p>Sound knowledge of renewable energy sector policies and developments in renewable technologies. Familiarity with energy sector agencies and institutions at central, state and local levels, as well as the consulting services and contracting industry.</p>
<p>Familiarity with their policies and procedures of multilateral development institutions in procurement and project implementation and their policies related to the renewable energy development.</p>

<p><strong>1. JOB PURPOSE:</strong><br />
To provide administrative and analytical support to the functions of portfolio management and project administration in general under the guidance of a designated professional staff.</p>
<p><strong>2. EXPECTED OUTCOMES:<br />
</strong>Project Administration Memorandum (PAM)<br />
Updates the PAM of ongoing India Resident Mission (INRM)-delegated projects in India, including projects description/scope, project cost, loan allocation, procurement, loan covenants, etc.</p>
<p>Project Performance Reports (PPRs) and Technical Assistance Performance Reports (TAPR)<br />
Updates individual Project Performance Reports and TAPRs every month for loans and Technical Assistance (TA) as required, outlining all the required details, for example, project description/scope, status of implementation, developments, major problems, actions taken/proposed, and participating in the departmental PPR and TAPR meetings when needed.</p>
<p>Project/TA Implementation<br />
Monitors physical progress in projects/TA implementation, by following up on outstanding obligations of EAs to expedite procurement/contract awards; familiarizing Executing Agencies (EAs) with ADB guidelines and procedures and ensuring their compliance with loan covenants; monitoring of progress in terms of outputs and deliverables, following up submission of project reports, financial statements, etc.; maintaining related documents, records and files for delegated projects; maintaining computer-based information system for project administration matters.</p>
<p>Review of Procurement and Consultants Recruitment under Loan projects<br />
Conducts initial review of procurement and consultant recruitment under loan projects, prepare summary notes of the review process for approval.</p>
<p><strong>Recruitment of TA Consultants<br />
</strong>Assistant <a title="Senior Analyst  CitiBank Bangalore" href="http://www.bankjobsite.com/in-bangalore/1965.html" target="_self">Project Analyst</a> needs to prepares necessary documents and processes the recruitment of various consultants for INRM-delegated TA projects.</p>
<p>Statistical Reports<br />
Compiles data and statistics on contract awards and disbursements for all ongoing projects for the generation of various reports required by INRM. Monitors and analyzes the actual contract awards and disbursement against targets to identify shortfalls and their underlying causes, and follow up these matters with EAs together with the <a title="Project Implementation Officer Renewable Energy Asian Development Bank" href="http://www.bankjobsite.com/in-delhi/3725.html" target="_self">Project Implementation Officers</a>.</p>
<p>Mission Participation<br />
Participates if necessary in various missions such as inception, review, mid-term mission and project completion report mission by providing assistance in collecting data on contract awards and disbursements, reconciliation of project accounts, compliance of loan covenants, in familiarizing EAs with ADB&#8217;s loan procedures and in assisting them where necessary in the preparation of various reports and applications.</p>
<p>Loan Covenants<br />
Maintains records needed to monitor compliance with loan and TA covenants, follow up outstanding obligations of executing agencies such as the submission of financial statements, monthly and/or quarterly progress reports; and inputs data on the status of such compliance into the data base at INRM, in consultation with the <a title="Project Implementation Officer Infrastructure Finance Asian Development Bank" href="http://www.bankjobsite.com/in-delhi/3727.html" target="_self">Project Implementation Officer</a>/Professional Staff designated to the relevant loan projects.</p>

</strong>The mission of the World Bank’s South Asia Sustainable Development Department (SASSD) is to enhance the prospects for growth and reduce poverty by helping the countries of South Asia develop policies and programs that make both sectors, e.g. rural and urban, as well as services, e.g. energy, transport, water and sanitation, and solid waste  services more sustainable – both socially and environmentally -  inclusive and efficient.    The Department is increasingly decentralized, with over 50% of staff based in country offices, where Country Directors (who lead the Bank’s engagement across sectors in each country) are also based.   SASSD’s management team is composed of a Sector Director and five Managers, each in charge of a sectoral practice, who may be stationed at the Bank’s headquarters in Washington DC or in a country office.   The Manager in charge of the urban and water sectors will supervise this position.</p>

The Social Development Specialist will work in the New Delhi-based Social Development team (SASDS), which is a part of the South Asia Sustainable Development.Department.  The focus of the work will be to work on social development issues in the India Country Program, with an emphasis on social safeguard issues (mainly, involuntary resettlement and indigenous peoples). <p>The World Bank is working with the government of India and state governments to reduce poverty and accelerate economic growth in India. Within the Bank, the South Asia Poverty Reduction, Economic Management, Finance and Private Sector Development Unit (SASPF) is seeking to recruit an outstanding Research Analyst, located in Delhi. The assignment is for an initial period of two years, with the possibility of extension. The SASPF management team consists of the Sector Director and three Sector Managers.  The incumbent will report to the Sector Manager, Economic Policy and Poverty Group (SASEP).</p>
<p>The South Asia Economic Policy and Poverty unit (SASEP) works to help the countries of  South Asia achieving high, sustainable and inclusive growth, promoting macroeconomic stability, investment and productivity growth, improved access to employment and effective protection for the most vulnerable groups in society. The main areas of activity include macroeconomic policies, economic growth, regional development, labor markets, poverty assessments, and impact evaluation of government programs.</p>
<p>SASEP’s India team is responsible for the development, design and implementation of  innovative lending operations, as well as the delivery of cutting-edge knowledge  programs for India broadly covering the following areas: macroeconomic management;  discussion and debate of fiscal, public expenditure management, investment and labor issues, especially in the lagging states; poverty reduction analysis and policies, targeting programs and national and state statistical systems poverty; trade diagnosis and polices, regional trade debates.</p>
<p>The SASEP Team of the New Delhi Office intends to hire a Research Analyst who will be expected to provide a full range of support to the team. The Research Analyst will work in one or more of the following areas: poverty, public finance, public sector management and governance, macroeconomics, growth, and trade. Selection Criteria<br />
</strong>Prerequisites for the position include :<br />
• Master&#8217;s degree or equivalent in economics, or a related social science field with a strong quantitative orientation with at least 2 years of relevant experience.<br />
• Strong analytical and quantitative skills;<br />
• Ability to work flexibly on a range of assignments, and adjust to and prioritize a variety of complex evolving tasks.<br />
• Ability to effectively provide professional support to senior staff.<br />
• Ability to work effectively in a team-oriented, multi-cultural environment.<br />
• Strong interpersonal skills and ability to develop effective relations within and outside the Bank, and to promote collaboration within the team to meet unit objectives.<br />
• Familiarity with econometric packages (e.g., STATA) and spreadsheet models; experience in working with large household survey datasets, in particular National Sample Survey and National Family Health Survey would be an added advantage.<br />
• Willingness to undertake frequent travel in India.</p>
<p>Work experience in a research institution or like organizations, while desirable, is not mandatory.<br />
